club card! fail or no?

i have for about a week the club card plus! it says that it gives you 15% extra chance enchant rate and since the moment i bought it nothing goes more than +5 or +6. only today my sword faild 4 times and it didnt went more than +5. So is the club card a waste of money? Is anyone else having the same problem with me?

its completely a waste of gold!!! right now i have 3-4 videos that show how i waste 40 blessed scrolls and 20 normal scrolls and my sword failed from +3 to +4!! and i have on me the club card plus. seriously ok i understand that it may fail more often  from +8 and above but i am really disappointed to see my weapon to fail from +3 to +4! it says 70% chance to fail and with club card plus you get 15% more so we go around to 80.5% chance and i have 3-4 videos now that my weapon fails from +3 to +4 or to +4 for +5. i wasted exactly 43 bews and it didn't go over +6 or +7. 

if anyone is interested i can sent the videos!

You have to understand that random also has a factor

If you don't understand what i am writing then its not my problem. read a couple of times if you must, so you can get the point. i didn't say that its not working i say that its not worthy. it doesn't make a big difference to waste money to pay for it and its simple math. Failing from +3 to +4 with club card i believe its not normal as you think. i play L2 since chronicle 3 so i know very well the chances. Better buy premium or vip buffs than this.  Also you have to understand that everybody has an opinion and we are free to say it if you don't like it then don't read it.
